Adds cloudcommander and it-tools .env files. it-tools' private .env had two real domains (it-tools.local.thesabear.net, it-tools.thesabear.net) that the public compose file doesn't reference at all, so dropped along with the unused DOCKER var. This completes .env/.env.secrets.ctmpl coverage across every category in stacks/ (identity-and-security, platform, media, productivity, dev-tools) - every var cross-checked against its actual public compose file throughout.
